The Humanitarian Observatory for Policy and Education in Southeast Asia (HOPE SEA), based at Chiang Mai University's School of Public Policy, is a pioneering center created to confront the urgent and interconnected challenges of climate change, displacement, land governance, and migrant health in one of the most climate-vulnerable regions in the world.

Southeast Asia faces escalating threats from floods, landslides, and rising seas—forcing communities into precarious mobility and putting lives, health, and human security at risk. HOPE SEA responds to these challenges by generating robust, evidence-based research that informs proactive and preventive climate policy for the region.

A core pillar of HOPE SEA's work is climate risk communication. Using accessible and participatory methods—including community dialogues, deliberative tools, and board-game simulations—we bridge science and society.

These tools empower communities, strengthen government–citizen trust, and transform data into collective action for resilience.
