HOPE-SEA Field trip in Thailand

This video was produced by the Junior Staff team of HOPESEA under the School of Public Policy, Chiang Mai University. The team participated in a series of Executive Workshops organized in collaboration with government agencies, academics, and relevant stakeholders working on climate disaster management in Thailand.

The workshops were conducted in partnership with Thai Network for Disaster Resilience (TNDR), which played a key role in coordinating collaboration among more than 30 government agencies. The workshops aimed to create a platform for knowledge exchange, risk analysis, and collaborative policy design to address the impacts of climate change and disasters affecting farmers and local communities.

The Executive Workshops were organized in three pilot provinces: Nan, Phra Nakhon Si Ayutthaya, and Chaiyaphum, each representing different types of climate-related disasters. Phra Nakhon Si Ayutthaya represented flood-prone areas, Nan represented landslide and flash flood risks, while Chaiyaphum represented drought-affected areas.

During the workshops, the research team applied Design Thinking and Foresight approaches to develop future scenarios together with government agencies and local stakeholders. These participatory processes encouraged different sectors to jointly analyze risks, exchange perspectives, and co-design proactive public policies for climate adaptation and disaster preparedness.

The initiative also promoted cross-functional collaboration among agencies that traditionally work separately. By bringing together stakeholders from multiple sectors, the workshops created opportunities for integrated policy discussions and coordinated planning related to disaster management, land use, agriculture, and community resilience.

This activity highlights the importance of participatory and forward-looking public policy design that not only addresses immediate challenges, but also strengthens long-term resilience and preparedness of both communities and government institutions in responding to climate change and future disasters sustainably.

กิจกรรมดังกล่าวได้รับความร่วมมือจาก Thai Network for Disaster Resilience (TNDR) ในการประสานความร่วมมือระหว่างหน่วยงานภาครัฐมากกว่า 30 หน่วยงาน เพื่อร่วมกันแลกเปลี่ยนข้อมูล วิเคราะห์ความเสี่ยง และออกแบบแนวทางเชิงนโยบายในการรับมือกับผลกระทบจากภัยพิบัติที่ส่งผลต่อชีวิตและความเป็นอยู่ของเกษตรกรในพื้นที่

โครงการได้จัดกิจกรรม Executive Workshop ใน 3 จังหวัดนำร่อง ซึ่งเป็นพื้นที่ตัวแทนของภัยพิบัติที่แตกต่างกัน โดยจังหวัดพระนครศรีอยุธยาเป็นพื้นที่ตัวแทนของภัยน้ำท่วม จังหวัดน่านเป็นพื้นที่เสี่ยงต่อดินถล่มและน้ำป่าไหลหลาก ขณะที่จังหวัดชัยภูมิเป็นพื้นที่ที่เผชิญกับปัญหาภัยแล้ง

ภายในกิจกรรม ทีมคณะวิจัยได้ประยุกต์ใช้เครื่องมือ Design Thinking และ Foresight เพื่อสร้าง “ฉากทัศน์อนาคต” (Future Scenarios) ร่วมกับหน่วยงานภาครัฐและผู้มีส่วนเกี่ยวข้องในแต่ละพื้นที่ เพื่อเปิดพื้นที่ให้ทุกภาคส่วนได้ร่วมกันคิด วิเคราะห์ และออกแบบนโยบายสาธารณะเชิงรุกในการรับมือกับความเสี่ยงจากการเปลี่ยนแปลงสภาพภูมิอากาศ

กระบวนการดังกล่าวช่วยสร้างเวทีสำหรับการทำงานแบบบูรณาการ (Cross-functional Collaboration) ระหว่างหน่วยงานจากหลากหลายภาคส่วน ที่เดิมอาจดำเนินงานแยกส่วน ให้สามารถเชื่อมโยงข้อมูล เป้าหมาย และแนวทางการทำงานร่วมกันได้อย่างเป็นระบบมากยิ่งขึ้น ทั้งในด้านการบริหารจัดการภัยพิบัติ การวางแผนพื้นที่ การเกษตร และการพัฒนาคุณภาพชีวิตของประชาชน

กิจกรรมนี้สะท้อนให้เห็นถึงความสำคัญของการออกแบบนโยบายสาธารณะเชิงมีส่วนร่วม ที่ไม่เพียงมุ่งแก้ไขปัญหาเฉพาะหน้า แต่ยังมุ่งสร้างความพร้อมและความยืดหยุ่นให้กับชุมชนและภาครัฐในการรับมือกับภัยพิบัติและความเปลี่ยนแปลงของสภาพภูมิอากาศในระยะยาวอย่างยั่งยืน
